UNECE type approval: R37, R128, R149 and R10 serve different purposes

The approval mark is tied to a specific regulation, product type, approved configuration and production-conformity obligation; it is not a general “ECE certified” label that can be applied across unrelated models.

For current export planning, UN Regulation No. 149 is the principal consolidated regulation for road-illumination devices such as headlamps. UN Regulation No. 37 applies to the filament light sources and listed LED replacement light sources shown in its annexes. UN Regulation No. 128 covers LED light sources within its defined scope, while UN Regulation No. 10 addresses electromagnetic compatibility for vehicles and relevant components.

Important: Do not describe a product as road legal throughout Europe simply because it carries an E-mark. Verify the regulation number, approval number, exact product variant, approved light-source category, compatible lamp application and any country-specific installation restrictions.

Testing may include photometric distribution, cutoff and glare control, color coordinates, electrical characteristics, thermal behavior, vibration, humidity, ingress protection and EMC, depending on the approval route. The required samples, test sequence, lead time and cost vary substantially by product classification, number of variants, Technical Service and whether redesign is required. For this reason, a fixed universal certification price or timeline should not be used as a purchasing assumption.

FMVSS No. 108 and the United States: self-certification is not DOT approval

The United States uses manufacturer self-certification rather than UNECE-style pre-market type approval. Under FMVSS No. 108, the manufacturer is responsible for determining that applicable lighting equipment complies and for maintaining supporting records. NHTSA does not issue a general pre-market “DOT approval certificate” for an aftermarket LED bulb.

Replaceable-bulb headlamps are subject to specific light-source requirements, including the standardized specifications maintained under 49 CFR Part 564. Additional requirements depend on product scope

Quality-management certifications such as ISO 9001 or IATF 16949 can demonstrate manufacturing discipline, but they do not replace product approval. Likewise, CE, RoHS, REACH, ELV material restrictions, IP ratings and UN 38.3 may be relevant only when the product and its functions fall within the corresponding scope.

For example, the EU Low Voltage Directive applies to electrical equipment rated from 50 to 1,000 volts AC and 75 to 1,500 volts DC.
